BACKGROUND

According to Federal Law No. 28 of the United Arab Emirates in 2001,the Emirates Authority for Standardization and Metrology (ESMA) formulated and implemented an ECAS-the Emirates Conformity Assessment Scheme to ensure that the products are safe, healthy,environment-friendly and comply with the relevant standards of the United Arab Emirates. In 2020, The Office of the Minister of State for Advanced Technology, the Emirates Authority for Standardization and Metrology (ESMA) and the Industry sector in the Ministry of Energy and Infrastructure have been merged into the structure of the Ministry of Industry and Advanced Technology(MoIAT). since then, and all authorities, responsibilities and duties have been transferred to the newly founded Ministry.

All products within the scope of ECAS are required to obtain ECAS certification before being officially imported into the UAE market.

The UAE RoHS regulation covers all EEE (Electrical and Electronic Equipment) as detailed below

1.Large/Small household appliances

2.IT and Telecommunication equipment

3.Consumer equipment and photovoltaicpanels

4.Lighting equipment

5.Electrical and electronic tools (with exception of large-scale stationary industrial tools)

6.Toys, leisure and sports equipment

7.Medical devices (with exception of all implanted and infected products)

8.Monitoring and control instruments

9.Other EEE not covered by any of the categories above.

ECAS label requirement

According to Ministerial Resolution No. 137, MoIAT issued a resolution to update 12 national conformity marks and efficiency labels.

The updates introduce a new visual identity for the badges and labels, along with a transitional period for manufacturers and suppliers to comply with the new procedures. The transition period is set at 12 months for products already in local markets(After September 15, 2025, all labels must be renewed) and 6 months for imported products(Starting from March 15, 2025, all labels must be renewed), ensuring that companies have ample time to adjust.

Color:The Mark shall have the same colour as provided by ESMA and shall be printed on the product which is in contrast with the Mark for propervisibility/readability. The colour of the mark shall be non-removable or indelible. Single colour can be allowed for secondary packaging but limited to Black (with White background) White Colour (with Black background) only

Size: The size of the mark shall not be less than 3cm x 1.5cm. It shall be visible and readable at all times. In any case of size variations (decreasing or increasing), the size must always follow and respect the proportions of the Mark (1:2) as shown in clause 2.1

Location: The ECAS Mark of Conformity shall be placed conspicuously at front side of theproductor at the bottom left away from any other mark

ROHS required document:

1.ROHS Report (ISO 17025 Accredited Laboratory) for full product or 3rd Party Test Report  for three critical components plus risk assessment documents as per the latest implementation guideline.
